In
September 2005 Dreaming of Roses Inc became a California Corporation – See
attached. Coincidentally, the Glendale Rose Float Association had a fund
raising committee under the direction of David G. Weaver a Glendale City
Council member. The DoR committee created its own
bank account separate from and not under the control of the GRFA. The Bank of
America account number was 21313-08722.
I came
across Dreaming of Roses Inc when I was checking for the current 990 form for
GRFA on Guidestar. Both organizations were under the
same EIN. Guidestar indicated that the information
came from the IRS
I spoke
to officers of GRFA that were holding office in 2005 and they had no
recollection of a new corporation. I spoke to Michael Stafford (818-247-4730)
listed as the agent for process for Dreaming of Roses Inc. He indicated that 1)
David Weaver, City Council member was the CEO; 2) They had filed a 1023 form 3)
He could not provide Bylaws or a copy of the 1023 or 1024 form.
Mr.
Weaver is currently under investigation by the Los Angeles County District
Attorney (case being handled by ADA Max Huntsman) and the CA Fair Political
Practices Commission for various violations of the Political Reform Act.
As there
has been no oversight by the GRFA, questions have been raised by the local
public as to the possibility of money laundering and hiding political
contributions. These issues have been brought to the attention of City
officials and they refuse to be involved.
