Our policy is always to enforce the “spirit” of the law, not just the “letter” of the law.  In the scenario you presented below, we would not issue a citation.  When citations are issued, if someone contests the appropriateness of the citation, the place to do it is in a Court of Law, not in the newspaper.  In court, all sides of the issue can be presented, not just one side.  Since you and others have voiced interest in the laws concerning crosswalk enforcement, we are preparing a Community Commentary that will address this issue from an educational standpoint.

   Please advise me of the official policy of the Glendale Police Department regarding issuing a ticket to a driver who correctly stops for a pedestrian in a crosswalk but then proceeds through the crosswalk after the pedestrian is safely beyond the center of the street but has not reached the opposite curb.
