FIRE CAPTAIN

DEFINITION: Under general direction, performs first-line supervisory Fire Protection work; is responsible for the direction, motivation, training and overall leadership of subordinate employees in supervising the effective and efficient delivery of fire services to the community.

EXAMPLES OF WORK:

Supervises subordinates.

Reviews and evaluates employees1 job performance and recommends appropriate personnel

action.

Establishes work priorities.

Schedules work assignments.

Schedules and supervises Fire Prevention activities.

Directs maintenance of equipment.

Directs operations at emergency incidents.

Conducts on-the-job training.

Participates in physical fitness programs.

Maintains training records.

Operates City radio/communication systems.

Administers emergency care to medical emergency victims.

Conducts fire prevention inspections.

Prepares written reports and conducts related research.

Prepares and conducts Public Education Programs by making presentations to schools,

service clubs or other public gatherings on fire and burn prevention.

Promotes fire and burn prevention on an ongoing basis.

Assumes personal responsibility for ensuring the duties of their position are performed in a

safe, efficient manner.

May be required to accept temporary acting assignment above classification.

Performs other related duties as assigned.

EXPERIENCE

Permanent appointment as a Fire Engineer or five years experience in municipal firefighting work, of which three years has been in the Glendale Fire Division as a Firefighter or Fire Engineer.

EDUCATION/TRAINING

Graduation from high school or attainment of GED or CHSPE certificate.

Effective September 1, 2005, completion of I-200, I-300, S-215, S-230, S-290, and S-330.

Effective December 31, 2006, completion of Fire Command 1A, 1B, and Management 1.

Effective December 31, 2007, completion of Instructor 1A, 1B, and Investigation 1A.

Effective December 31, 2007, completion of 30 semester or quarter units of college.

Effective December 31, 2008, completion of Fire Prevention 1A and 1B.

Effective December 31, 2009, completion of 60 semester or quarter units of college.

Effective December 31, 2010, completion of an Associate of Arts or Associate of Science Degree.

Effective December 31, 2010, certification by CSFMO as a Fire Officer.

LICENSES

A driver's license which complies with Section 15250.6 of the State of California Vehicle Code. EMT 1 Certificate

NOTE

An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.

POLICE SUPERVISORY AND MANAGEMENT SERIES

   Police Sergeant

   Police Lieutenant

   Police Captain

DEFINITION: Classifications in this occupational series perform the supervisory function of providing direction, motivation, training and leadership to subordinate employees to ensure the effective, efficient delivery of police services to the community. Duties progress from those of first line supervision to the administrative responsibilities such as planning and coordinating to the management of an entire division within the Police Department.

ESSENTIAL DUTIES - All classifications may perform the following essential duties:

Directs, trains, inspects, counsels and supervises subordinate personnel. Ensures enforcement of departmental rules, regulations and general orders. Reviews and evaluates employees1 job performance and recommends appropriate personnel action. Coordinates the efforts of multiple work units to efficiently/cooperatively accomplish objectives. Assists in disciplinary procedures in cases of censurable conduct.

Assists in the development of division plans, programs, policies and procedures. Coordinates activities in the preparation for prosecution of major crime cases. May assist in the preparation and administration of the divisional or departmental budget.

May be assigned duties associated with division training, recruitment and hiring. May participate in internal investigations.

Consults and works harmoniously with internal division units and other outside units of the criminal justice system.

Assumes personal responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

May apprehend suspects by driving safely at high speeds, chasing suspects on foot, climbing over obstacles, physically controlling suspects, utilizing self-defense and arrest control techniques, and utilizing firearms under appropriate circumstances.

Performs other related duties as assigned.

POLICE SERGEANT

[sic] Distinuishing Characteristics: This classification performs first line supervisory police work.   May act for Police Lieutenant in his/her absence.

Additional Requirements: Three years experience as a police officer including one year in the assignment of Field Patrol Officer.

Educational Requirements: Effective July 1, 1998, 45 college semester units. Effective July 1, 2000, 60 semester units; AA or AS degree preferred.

POLICE LIEUTENANT

Distinguishing Characteristics: This management classification performs

administrative and supervisory police work. May act for Police Captain in his/her

absence.

Additional Requirements: Two years as a Glendale Police Sergeant with one year in

Patrol as a field supervisor.

Educational Requirements: Attainment of Supervisory and Advanced P.O.S.T.

certificate. Associate of Arts degree with major course work in Police Science, Public or

Business Administration, or related field preferred. Effective July 1, 2000, 120 college

semester units. Bachelors degree preferred. Effective July 1, 2004, B.A. or B.S.

Degree Required.

POLICE CAPTAIN

Distinguishing Characteristics: This administrative management classification has

command of and responsibility for the personnel and equipment of a division of the

Police Department. May act for the Chief of Police in his/her absence.

Additional Requirements: One year as a Police Lieutenant with the City of Glendale.

Bachelor's degree with major course work in Police Science, Public or Business

Administration, or related field. Attainment of Supervisory and Advanced P.O.S.T

certificates.
