Regarding Oral Communications
Hal: This whole City Council situation is a mess and has been going on
for years without much change. Oral Communication should be two part--one
at the beginning of the meeting and another at the end, each no longer
than two and one half minutes, Also there are many items on each agenda
over the years that do not need to be on the agenda,. Things like Council
approval of a traffic signal at some intersection, submitting bids for
advertisement, adoption of ordinances that should be communicated to the
general public, not just to the Council or a few who attend the Council
meetings, consent items, and more. If the city manager form of
government, which I think is out of date, can't handle these types of
things without the Council saying OK, then we are all in deep doo, doo!
The mish mash you received from Drayman on Oral Communications is another
example of doing nothing or even a "make work" project.
