Glendale Water and Power

c/o City Clerk Ardy Kassakhian

613 East Broadway Rm. 110

Glendale, CA 91206-4393

Greetings!

This letter is to urge your vote NO to GWP’s proposed water rate increase and rate ‘redesign’ which is agendized for Glendale City Council vote on January 31, 2012.

As a property owner of a few Glendale properties, the water rate increase will be hugely detrimental to business owners like me whose income has been impacted negatively, significantly with the current state of the economy.

Glendale's Charter Art. XI, sec.17 establishes a Depreciation Fund "to meet the normal depreciation" of the waterworks --  to pay "for the repair, replacement, betterment and extension of the plants and equipment of the waterworks".  It requires the City Council annually, from waterworks revenues, to pay sufficient monies into the Fund for this.  The current rates seem sufficient to provide GWP services and for reserves, enabling transfer of funds to Glendale’s General Fund over the past several years.

My properties in the City of Glendale include my own single-family residence at 147 CUMBERLAND RD, APN #5648-007-001 and rental properties at:

420 So. Verdugo Rd (SFR) APN #5680-019-014

417 No. Jackson St.,#7 (Condo) APN#5643-007-120

1058 Ruberta Ave., (SFR) APN#5623-029-054

409 W. Dryden,(8-u apt) APN#5636-003-032

1163 Allen Ave (w 25-u inc) APN#5621-037-020

1171 Allen Ave (25-u apt) APN#5621-037-027

1124 So. Brand (com’l) APN#5640-014-033

109 E Palmer (com’l) APN#5640-014-031

Please vote NO to this GWP proposal of rate increase and rate “redesign”.

Thank you.

Sincerely,

Adel Luzuriaga
